Who We Are

The West Health Policy Center is an independently-funded nonprofit, nonpartisan organization whose single aim is to lower health care costs.

Launched by philanthropic pioneers Gary and Mary West, the Policy Center’s sole focus and funding structure make it a valuable voice to policy makers and thought leaders as government tackles the problem of rising health care costs.

Gary and Mary West are entrepreneurs and philanthropic pioneers with a commitment to creating an entirely new ecosystem to lower health care costs through technology and innovation. The couple’s passion is rooted in their experience building a world-class company with more than 35,000 employees, which made them acutely aware of the pressing need to do something about the rising and unsustainable cost of health care in the United States.

The Wests have founded numerous companies over the last four decades, including West Corporation, which became one of the largest customer relationship management providers in the world with more $3.5 billion in annual sales and was taken private in 2006. Since then, the couple established the Gary and Mary West Foundation in 2006; the West Wireless Health Institute, a non-profit medical research organization, in 2009; and, the West Health Investment Fund in 2011.

In 2012, Gary and Mary launched the West Health Policy Center, which is the only health policy center in the U.S. solely focused on lowering the cost of health care by identifying common sense changes in reimbursement and regulation that can be acted on immediately.

The West Health Policy Center has three core functions:
Fellowship Program, Convene, and Educate.

Through these functions, the Center 1) funds research to identify more than $100 billion in cumulative health care cost savings within ten years, 2) serves as a neutral convener between the public and private sectors, and 3) conducts educational activities with government, industry, academia and nonprofit stakeholders.

President

In addition to his role as President of the West Health Policy Center, Dr. Smith currently serves as an advisor to Johns Hopkins Biomedical Engineering, the Harvard-MIT Division of Health Science and Technology, Case-Western Reserve University, and the Wellcome Trust.

He has testified before Congress on the value of health care technology, and most recently, on the potential of wireless health technology to dramatically lower health care costs. In 2010, he was named by HealthLeaders Magazine as one of the "20 People Who Make Healthcare Better," joining Drs. Don Berwick, David Blumenthal, and Peter Pronovost among others. Dr. Smith is a Fellow of the American College of Cardiology, the American Heart Association, and the American Institute for Medical and Biological Engineering. He is also the inaugural Chief Medical and Science Officer at the West Wireless Health Institute and a Co-Manager of the West Health Investment Fund.

Prior to joining the West Health Policy Center, Kerry McDermott was Director of Healthcare for the Federal Communications Commission.

She led the agency-wide healthcare agenda, which included working with the FDA to advance wireless health technologies, expanding broadband connectivity for healthcare providers, and collaborating with government and industry partners. She also co-authored the healthcare section of the National Broadband Plan. Additionally, she advised the White House Health IT Task Force, and has participated in World Economic Forum mobile health initiatives, as well as testified before Congress. Her earlier experience includes strategy and operations positions at CIGNA HealthCare, and roles in consulting, finance, and education in DC and London. She holds a Master’s in Public Health from Yale University, and is a summa cum laude graduate of the University of Maryland with a B.S. in Finance and a B.A. in Russian.
